Kinney Health Compliance is committed to making the Cafeteria Plan Generator platform usable by everyone, including people who rely on assistive technology such as screen readers, keyboard navigation, and magnification. As a service built for Minnesota public-sector employers, we hold our own product to the same accessibility standard your organization is required to meet.
Our standard
The Cafeteria Plan Generator is designed and tested to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA — the standard referenced by the Department of Justice's ADA Title II web accessibility rule that applies to state and local government entities.
What this covers
Our conformance work covers the full customer path: the product store page, your account dashboard, the plan-builder wizard (including endorsement, amendment, and update flows), document previews and downloads, and the Plan Builder User Guide — as well as the documents the service generates for you.
Accessible document formats
Your generated plan documents are accessible in Word format and in the on-screen preview. The Word (.docx) versions include a navigable heading structure, document title, declared language, and text alternatives — they work with screen readers and Word's own accessibility tools. The on-screen document preview in your dashboard is equally accessible.
PDF copies are also provided as a convenience for printing. The PDFs are not tagged for assistive technology; if you or your staff use a screen reader, please use the Word download or the on-screen preview, which contain identical content.
What we've done
- Semantic structure throughout: proper headings, labeled forms, grouped inputs, and descriptive links
- Full keyboard operability — including a typed electronic-signature option, so no step requires a mouse
- A color palette audited for contrast, with visible focus indicators on every interactive control
- Status messages announced to screen readers when content updates dynamically
- Generated Word documents built with a real heading outline, document title, language declaration, and alternative text
- Automated scanning (WAVE) plus manual keyboard and structural review across the product path
Known limitations
- PDF downloads are print-convenience copies and are not tagged for assistive technology. Accessible Word and on-screen versions of the same content are always provided.
- Some third-party components — the payment checkout and the site's chat assistant — are maintained by their vendors. Every product function is available without the chat assistant, and we monitor vendor accessibility updates.
